Software submitted to this site undergoes a rigorous review process to ensure that the software performs as advertised and the documentation is complete. It is expected that the theory behind the software has been published and verified already, perhaps in more than one journal article. If not, this will be a problem.

Also, the code must be disseminated in a way that anyone can use it. This means one of two things:

  • The source code is available along with a documented installation process.
  • The executable is available on the web, either for download or for executing at a website.

The authors need to carefully consider how best to satisfy this requirement.

To further the educational goals of the society and IEEE it is strongly suggested that you consider how to make your code available in an open-source format. A good place to start in figuring out these issues is: http://oss-watch.ac.uk/resources/opensourceyourcode
