Leung Tsang

GRSS President 2006-2007

Leung Tsang was born and completed primary and high school in Hong Kong. He received his B.S., M.S., and Ph.D. Degrees from the Department of Electrical Engineering and Computer Science at MIT.

Tsang is Robert E. Hiller Professor of Engineering of the Department of Electrical Engineering and Computer Science at the University of Michigan, Ann Arbor, where he has taught since January 2015. He was a professor with the Electrical Engineering Department at the University of Washington (UWEE) from September 1983 to December 2014. He was the Department Chair of UWEE for 5 years from 2006 to 2011. He was an Assistant/Associate Professor at Texas A&M University from January 1980 to August 1983. Between 2001 and 2004, while on leave from the University of Washington, he was Chair Professor of the Department of Electronic Engineering at the City University of Hong Kong.

Tsang is the lead author of 4 books. (1) Theory of Microwave Remote Sensing (Wiley-
Interscience, 1985); (2) Scattering of Electromagnetic Waves, Vol. 1: Theory and Applications (Wiley-Interscience, 2000); (3) Scattering of Electromagnetic Waves, Vol. 2: Numerical Simulations (Wiley-Interscience, 2001); and (4) Scattering of Electromagnetic Waves, Vol. 3: Advanced Topics (Wiley-Interscience, 2001). He has published more than 300 journal articles. His current research interests are in remote sensing and geoscience applications, scattering of waves in random media and rough surfaces, computational electromagnetics, photonic crystals, signal integrity, and electromagnetic compatibility.

From 1996 to 2000, Tsang served as the Editor-in-Chief of the IEEE Transactions on Geoscience and Remote Sensing (TGRS). He was an Associate Editor of TGRS between 1988 to 1995, and from 2001 to 2009. He was on the Editorial Board of Proceeding of IEEE from 2007 to 2012. He was an Associate Editor of Radio Science from 1988 to 1993. He has served on the IEEE ACCESS since 2016. He was the General Chair of the 1998 IEEE International Geoscience and Remote Sensing Symposium (IGARSS) that was held in Settle. He was the Technical Program Chair of the 1994 IEEE Antennas and Propagation International Symposium and URSI Radio Science Meeting held in Seattle. He has been the President of the Electromagnetics Academy and the Chair of PIERS since March 2008. Tsang is a Member of the US National Academy of Engineering. He is a Fellow of IEEE and a Fellow of OPTICA. He is a member of the International Union of Radio Science (URSI) Commission B and Commission F. He is an Honorary Professor of Electrical Engineering at the City University of Hong Kong.

Tsang received the IEEE Geoscience and Remote Sensing Society Outstanding Service Award in 2000. He was a recipient of the IEEE Third Millennium Medal in 2000. He received the Distinguished Achievement Award of IEEE-GRSS in 2008, the “Fiorino d’Oro” (Golden Florin) Award, CeTeM (Center for Microwave Remote Sensing), Italy, in 2010, the William T. Pecora Award (co-sponsored by USGS and NASA) in 2012, the IEEE Electromagnetics Award in 2013, and the Van de Hulst Light-Scattering Award (Elsevier) in 2018.

Tsang has served on IEEE Boards and IEEE Committees. He was a voting member of the Technical Activities Board (TAB) from 2006-2009, and a voting member of the IEEE Publications Services and Products Board (PSPB) from 2008-2009 and 2013-2015. He served as the Chair of the TAB Periodicals Committee from 2008-2009, and the Chair of the TAB Periodicals Review and Advisory Committee, from 2010-2011. He was a voting member of the IEEE Conference Committee, from 2014-2015, and a member of the IEEE Fellow Committee from 2015-2017.

Tsang was a voting AdCom member of IEEE GRSS between 2002-2010. He was the Executive Vice President from 2004-2005 and the IEEE GRSS President from 2006-2007. He has been an Honorary Life Member of IEEE GRSS since 2018. (Date: Jan. 2024)
